The shared workbench flows from reviewed corpus to gap, targeted research or structuring, candidate, master review and release. Gap types are structurable, researchable and inherently_unknown; priorities P0–P3 express impact.

Agents append gaps and proposed candidates but cannot accept or reject them. A proposed candidate never changes production data or a reviewed handoff.
